- Her impression is that the two key areas of concern from the
industry are the permitting process and Operating Certificate
renewals.
- Renewals are held up for one or more of the following three
reasons:
None Payment for renewal
Lack of current inspection
Lack of a clear inspection report
- Any application that comes in and is clear of
violations will actually get a certificate good through August 2004
and thus a free year.
- The documentation for clearing of violations has
taxed the systems capability to the extent that it is delaying the
process. The law requires only that a "Satisfactory Inspection" be
completed.
- The acceptance of work tickets and similar
documentation to clear violations from the State’s database is a
temporary situation. Such documentation must state what the
violation was and how it was corrected. Re-inspections to verify
compliance may be required in the future.
- Two stops – The system will allow a permit renewal
without a periodic test/ inspection. Extensive discussion from the
audience was that you couldn’t just perform an annual pressure test
without performing a complete inspection based on the code. Ms.
White stated that a written opinion on this would not be given.
- Some construction permit applications are delayed
due to the reengineering process, but many are due to incomplete
applications, These are placed to the side and are addressed as time
allows.
- Construction permit applications and affidavits
must have an address that identifies the building location (so that
the elevator can be found).
- The Bureau currently has seven inspector
positions, but only four are filled. They will be re-staffing and
one elevator person will be assigned to work in the Bureau office.
- They are not looking for any statute changes this
year that will affect elevators (except the fire key bill), but
cannot say there will not be.
