Elevator Association of Florida Meeting Minutes

Lee Rigby, Meeting called to order @ 8:30AM

- NAEC Convention starting September 14. Cracker Barrel on 16th  6-8PM with our Association meeting on the 17th @ 8AM

Senator Lee Constantine – Guest speaker.
The Senator spoke for approximately 20 minutes on the following issues:

- He is the sponsor of a new bill concerning the Universal Key (FER), Current bill is for the conversion of all buildings 6 floors or taller with a time frame of 3 years to comply. Request was made that the key be referenced as "Fireman’s Service" in lieu of "Emergency Access".
- Key switch selection will be made by the authority in each of the seven districts of the state and not as a statewide requirement.
- Federal grant money will very likely be available on a first-come, first-served basis to help with the costs of retrofitting. This money is from funds allotted for homeland security.
- He was the Senator tasked with the development of the
Unified (not Uniform) Building Code, and is currently working on a "glitch" bill for the Building Code.

The Senator then fielded a number of questions from the group.

Geoff Luebkemann – Director, Division of Hotels and Restaurants - guest speaker.

Mr. Luebkemann says he hopes we feel they are making progress and he is pleased with the framework that is now in the statutes. He is disappointed that they are not farther along with implementation, but feels they have a far better system then they had before. There is now a single licensing system with all renewals on one platform.

He requests that we have patience as the division goes through the rest of the re-engineering process. Other topics mentioned included:

- Bureau now handles approximately 45,000 units

- Renewals process should be improved with the new system

- Generic key system initiated and ongoing modifications to Bill to make it right

- 61C5 is in second phase of modification; Continuing education one issue

Questions asked included:

- Steve Griffin requests plenty of notice as to the adoption of 2000 code to facilitate the modifications necessary in future building designs. Mr. Luebkemann believes it will not be adopted until 2004.

- Bobby O’Neill, Concerned about questions/ answers from State and the lack of documentation from the State.

o GL states that he or Kathy White will be the only source for such.

- Lee Rigby, What is the status of changes in the Bureau?
o Still working on automation of activities. Next week there will be a new organizational chart for the Division and all Bureaus under its control.
- Tim Newton, Can you improve the timeliness of permit numbers being issued?
o GL Revenue is the hold up and this aspect will be corrected soon.
- Tina Slater, Will the process for variances improve?
o GL improvements are in hand and the 90 days is a statutory maximum time frame. If no response in the 90 days than the variance is automatically granted.

Kathy White, Chief – Bureau of Elevator Inspection – Guest Speaker.

- Her impression is that the two key areas of concern from the industry are the permitting process and Operating Certificate renewals.
 
- Renewals are held up for one or more of the following three reasons:

None Payment for renewal
Lack of current inspection
Lack of a clear inspection report

- Any application that comes in and is clear of violations will actually get a certificate good through August 2004 and thus a free year.

- The documentation for clearing of violations has taxed the systems capability to the extent that it is delaying the process. The law requires only that a "Satisfactory Inspection" be completed.

- The acceptance of work tickets and similar documentation to clear violations from the State’s database is a temporary situation. Such documentation must state what the violation was and how it was corrected. Re-inspections to verify compliance may be required in the future.

- Two stops – The system will allow a permit renewal without a periodic test/ inspection. Extensive discussion from the audience was that you couldn’t just perform an annual pressure test without performing a complete inspection based on the code. Ms. White stated that a written opinion on this would not be given.

- Some construction permit applications are delayed due to the reengineering process, but many are due to incomplete applications, These are placed to the side and are addressed as time allows.

- Construction permit applications and affidavits must have an address that identifies the building location (so that the elevator can be found).

- The Bureau currently has seven inspector positions, but only four are filled. They will be re-staffing and one elevator person will be assigned to work in the Bureau office.

- They are not looking for any statute changes this year that will affect elevators (except the fire key bill), but cannot say there will not be.

Questions and discussions included:

- Lee Wiggers, Concerned with employees of a service company with a QEI license inspecting the work of others in the same company?
o They cannot inspect work by the same company but can witness tests performed by others in the same company.
- Lee Rigby, As the Bureau no longer provides plan review or inspections, will permit fees be reduced?
o It is a possibility that the fees may be reduced.

Hub Williams, Bureau of Elevator Inspection – Guest Speaker.

- The State has concerns with elevator controllers having an "Automatic Shut Down" feature; this feature is not designed as a safety function but for other purposes. This feature counts faults and disables the elevator when a predetermined number of faults is recorded. It is the States opinion that this does not meet code and all units designed this way should be corrected immediately

- New State inspection reports have a new numbering system for violations. Refers to A17.2. Sample Violation of rule 1.1 will now be 101. The violation will have a prefix such as E = Electric/ Traction and H = Hydraulic. Example H101. Pilot to be completed shortly.

- Fill in all "0s" on the inspection reports and make sure that you fill in the bubble completely so that no "RED" is visible in the area. The scanner may not read it otherwise.

- Inspector can perform the Routine inspection without the Annual Pressure test but not the other way around.

New Business:

- Membership cards are now available and will be passed out at our next meeting
- Next meeting will be in Sarasota on July 15th. Card reminder and/ or e-mails to follow. Billy Lynch has agreed to arrange a meeting space.
- September meeting will be in Orlando on the 17th in conjunction with the NAEC Convention. The Elevator Association of Florida is sponsoring this event. Mike Von Dohre is requesting volunteers to man the registration table, at which we can give out applications for membership. A sign up sheet was passed around.
- October meeting to be in Cocoa Beach. This will be our annual golf meeting.
- NFPA72 has new requirements for open-air lobbies. A system-type fire alarm initiation device must be in all lobbies. If an applicable smoke device is not available for exterior application than a heat detector shall be utilized.

A motion to adjourn was made and seconded, and the meeting adjourned at 12:15.
