Elevator Association of Florida Meeting Minutes

**8:30 Call to order by president. Followed by
introductions of members and visitors – 53 members and guests were
present.
**8:35 Agenda was reviewed, and for approval
motion by Tim Newton seconded by Ron Caminiti.
**8:35 January meeting minutes were reviewed
and approved by the membership with no changes. Motion by Tim Newton
second by Ron Caminiti.
**8:42
Treasurers report given by Treasurer Tim Newton, review of
membership dues. Report approved as given. A list of paid members was
announced (a copy is attached) and attendees whose firm is not on the list
are asked to please pay your dues!
**8:45 First Guest Speaker: Bruce Ketchum of
FDCA addressed the
Florida Building Code.

Department of Community Affairs - Code and Standard Office.
*provides technical assistance on the Code and technical assistance to the
Florida Building Code Commission. Oversees Code changes & Product
approval.
2004 Florida Building Code will be effective July 1, 2005
– effective date was moved back from January 1, 2005.

Chapter 30 covers elevators, mentions A17.1 but not which
edition
Chapter 35 Referenced Standards which references:
- A17.1-00 Safety Code for Elevators
- A17.3-96 Safety Code or Existing
- A18.1-99(with addenda) Platform lifts
- A90.1-97(with addenda) Belt man-lifts
- A120.1-01 Building Platform lifts
- B20.1-00 Standards for Conveyors
Portions of the Florida Building Code that relates to
elevators are:
- Chapter 30 elevators
- Chapter 35 referenced documents
- Florida Accessibility Code- Section 11-4.10 (Chapter 11 of FBC)
- 702.1.2 Elevators
- 812.4.4.3 Vertical Shafts
- 412 High rise provisions
Accessibility issues were discussed. While the new Federal
ADA Guidelines are out, they are not effective until approved which is
about 2 years away.
One may apply for a waiver from accessibility
requirements, but only from rules that are part of the more stringent
Florida requirements. (in FBC Chapter 11, the items on grey background may
be waived, but not items on white background) Waiver requests must meet
FBC Chapter 11, Part C & FS 553.512.
Bruce advised on procedures for making changes to FBC.
Changes (2004) were reviewed in a side-by-side comparison to the 2001.
Handouts were provided on chapter 30 (Elevators and Conveying Systems).

**10:13 Reconvened meeting.
Announcement made by Lee Rigby about fire key issue.
Stated he had a phone conversion with Chief Goodloe during the break
revealed that process was on-going and not complete. The rules are being
written now but the key selection will take at least one or two more
public workshops and a hearing. The next workshop has not yet been
scheduled.
**10:17 Introduce Mike Chavez to discuss
Miami-Dade
inspection forms.
Request for forms and sample form w/instructions were
distributed to all present. Date to start using new forms in Dade begins
May 01, 2005. (Concluded 10:22)
**10:22 Introduced Cathy White (Bureau of Elevator
Safety).
Ms. White began to review questions (5) submitted to
her for answers Ms. White stated she was still working on answers to those
questions and the answers will be distributed at a later date.
A date for new code (A17.1 2000) implementation was
announced again as July 01, 2005. Affidavits that are submitted with
permit applications after June 31st must indicate
compliance with the 2000 Edition of A17.1. Additionally, Ms. White read a
letter stating that starting with the new renewal cycle the State of
Florida will no longer accept providing documentation as a way of
compliance with violations. Only a clear (0 violations) inspection report
will be accepted.
(Ms. White later clarified that as
documentation will not be accepted after July 1st, 2005, with all
inspections starting on June 1st the owners must be instructed that
documentation will not be accepted after July 1st and that a clear
inspection report will be required).
Renewal notices for Certificates of
Operation will be sent out the 2nd week of June, and late notices will be
sent out late September which will require a late fee.
The
Elevator Technical Advisory
Committee will meet next month.
**10:40 Hub Williams was given the floor.
Mr. Williams reviewed new inspection
form method of compliance on a callback inspection report. Third party
inspections were recommended, but not the only way of compliance. Elevator
companies with a "CEI" covered with the registered elevator companies
insurance will be allowed to complete a compliance inspection form and
submit it to the Bureau as a way of clearing previously noted violations.

**10:57 Discuss old business.
Bylaws--- change voting process to a
majority of members present rather than just a majority of members.
Vote was taken by approximately 15 paid-up members present to make this
change. Vote was approved unanimously.
Next meeting location --- Ft. Lauderdale
July 12th 2005. To be held at the Hollywood (Holiday Inn), 2905 Sheridan
Street, Hollywood.
Discussion of the EAOF website was made,
with a show of hands that indicated interest in keeping the website
up-to-date. Tom Waardenburg volunteered to keep the site updated.
General discussion about inspection
procedures took place. Electronic reporting was discussed.
**11:23 Motion and second to adjourn
meeting.
*Hub Williams provided a workshop after the meeting for
interested persons regarding new inspection forms and procedures.
