Elevator Association of Florida Meeting Minutes

Meeting Minutes:

Lee Rigby, President – Opened meeting with introduction of attendees.

- Approval of meeting minutes from April meeting.

- Treasurer’s report by Tim Newton, Treasurer.

Old Business:

- Variances sent to the Bureau will be accepted as submitted if the Bureau does not respond to the request with in 90 days.

- Volunteers are needed to man the booth for the NAEC convention.

-Association meeting will be on that Wed. in the Miami room I & II. Cracker Barrel to be held on Tues. night in the Miami I room.

- Our October meeting will be held @ the Holiday Inn – Cocoa Beach. We will also have the Annual golf fundraiser - $75 for one day of play & $125 for two days. Golf will be on Sunday the 12th and Monday the 13th.

- John Minor and Lee will be finalizing the revisions to the By-Laws and look for input from the membership.

Hub William’s Comments:

- Changes at the Bureau:

Connie & Rick are no longer at the Bureau.
Mark Boutin will be handling the variances.
Mary Shimp is Back – please bear with her as she gets caught up-to-date.

- Disciplinary Action will be implemented in the very near future. Mis-statements and Falsification of Records are main issues to be pursued. Falsification of records is a misdemeanor. Follow up inspections will be performed by the Bureau.

- Welding visual inspection. Hub presented drawings of what a profile should look like and the process for proper welding. Reference ANSI/AWS D 1.1 per ASME A17.1 rule 213. Companies are responsible to have "certified" welders perform field work. Certification using community college system is the most economical means.

- Code requires a gauge (or quick connect) at control valves. Gauges must have a valve to remove pressure except during a test; nipple must be sch. 80 and cannot be more than 3" long.

- Reiterated that the current code in Florida is A17.1 1996 with 97’/98’ Addendum. The A18.1 wheelchair code is not yet in effect.

- Machineroomless elevators are not acceptable in the State of Florida! Anyone signing an affidavit for permit certifying that the installation will meet all codes will be at risk of being pursued for Falsification of Records.

New Business:

- As of March 1st NFPA requires an "automatic fire detection device" @ all landings. (6.15.3.1).

- Lee requests that if any member has an outstanding issue / correspondence with the Bureau that they send a copy to Lee for consolidation and submittal to the Bureau.

- Looking for the Bureau to correspond with all concerning interpretations / changes in enforcement in writing in lieu of the current system of "Word of Mouth".

- If you have a question that you need an answer from the Bureau you can ask for a "Declaratory Statement". This gives them a fixed amount of time to respond and it is to be an Official response. Refer to MyFlorida.Com / Building Code, look up under Declaratory Statement – very specific format.

- Lee presented a safety upgrade for residential elevators/ hoistway door space restriction, "Door Baffle".

- January Meeting to be held in Jacksonville – Ed Perry to lead committee to find location.

- April meeting to be in Ft. Lauderdale – Mel Rynearson to host.

- Reviewed proposed bylaw draft presented by John Miner for comment – discussion. Draft will be reworked per comments made and sent out for ballot.

A motion to adjourn was made, seconded and passed.
