*December 8, 2006 - Code Change Serial
Numbers:
The Bureau of Elevator Safety has now completed permitting of projects
submitted prior to December 8, 2006 for the numbering sequence.
Any permit issued with a State Serial Number of
92918 and higher will be affected by the new code change of 12/8/06.
Also, any alteration permits having an issue date of 1/24/07 and later
will have to have that alteration meet the appropriate 12/8/06 code
change.
*Florida Administrative Code - New
definitions and continuing education rules adopted:
"Rules
61C-5.008 and
61C-5.0085, Florida Administrative Code, take effect November 9,
2006. The newly adopted definitions relate to direct supervision, current
satisfactory inspections, and continuing education terms. The newly
adopted continuing education rules specify the continuing education
requirements for certified elevator personnel, course provider approval,
and course reporting requirements."

*Bulletin 2006-01 "Elevator Inspection Standards Update" from the
Bureau of Elevator Safety:
Please find this Bulletin at the Bureau's Website. It was posted on April
01, 2006 and addresses a number
of issues. You may find that this provides an interpretation of the
Florida Statutes which allows for enforcement of new requirements on
existing elevators where directly related to safety; the requirement for safety bulkheads on single-bottom
cylinders being specifically mentioned.

*Fire Service Key: The Governor approved Senate Bill 1774
on June 1, 2006. This Bill extends the starting date that the new
fire service key must be used on new and altered elevators in buildings
six stories and more to those for which a permit is issued after September
30, 2006. The deadline for retrofitting all existing elevators with
Fireman's control in buildings six stories and more to the new regional
keys has been delayed until October 1, 2009. Please remember that
all fire control keys in a building must use the same key, and that the
remote fire control switch in the Fire Command Center (if provided) and
the emergency generator selection switch (if provided) must also use the
same key. Link:

The Florida Administrative Code (FAC)
Chapter 69A-47 is on the State's website and the new rules are designated
as "new 6/6/06". This code specifies the key to be used in each of
the seven Emergency Response Regions in the State (see map below).

Emergency Response Regions (PDFformat)
*Emergency Generators: Legislation has passed as of June 1, 2006 that makes certain
requirements for emergency generators for the operation of elevators
during extended power outages. It also apparently requires elevator inspectors to
verify the operating condition of the generator:

NOTICE for
Elevator Inspectors:
Many elevator inspectors have not been citing invalid or expired
Certificates of Operation
from the Bureau of Elevator Safety because of a problem:
The State would not issue a Certificate of Operation if a
violation was recorded in the database, so if building owners
were cited for an invalid Certificate of Operation, that would
prevent them from obtaining the required Certificate of Operation
to clear the violation.
The Bureau of Elevator Safety reports in an April 10, 2006 letter
that they have rectified this problem and all inspectors should
cite missing or invalid Certificates of Operation.
