Meeting Minutes:
- Meeting called to order.
- Introduction of members and guests.
- Approval of July meeting minutes.
- Treasure Report – Good financial condition – Dues for
this year are due.
- First Guest Speaker - Doug Boydston, of
Handi-Lift, Inc.
A18.1 Code changes:
Floor
penetration is now allowed for Platform lifts (no more than one floor).
Constant
pressure operation required.
Commercial
units must be tested semiannually.
A18.1a
Addenda- One floor penetration.

Intermediate stop OK.
- Keyed
operation now optional (2.10.1).
- WCL sides
are to be a min. of 42" high (2.1.1.7).
- New rule
allowing flexible hydraulic hose for hydraulic units (8.1.7).
- Added rule
prohibiting full passenger enclosure (2.6.8).
- Ceilings on
high walls shall not be load bearing. (2.6.8).
- Unenclosed
lifts up to 5’-0" travel. (2.7.1).
- Increased
travel and capacity on residential lifts so that requirements are the
same as for commercial units.
- Inclined
lifts – Added headroom requirement of 80" for loading and landing area
– only 60" at any point in the travel. Signage required to indicate
operation while seated only.
- Permits
barrier arms instead of solid platform sides and gates on inclined
lifts.
- A18.1b –
Several minor changes.
- A18.1 – 2003
- Changes
definition of lift, both vertical and inclined.
- Changed
ramp inclination for short ramps.
- Added
means for manual operation requirement.
- "No
Freight" signs required instead of "Mobility Impaired Persons Only"
signage, but international symbol of accessibility still required.
- A117.1 –
2003

Clearances to lock side based on approach.
- All doors
and gates on wheelchair lift must be powered except for pass through
design (36"w X 48" platform). All other door arrangements must be
48" X 60" platform.
These are just some of the main points covered. Handouts
on lift code changes and comparisons to old and new rules were distributed
and are available.

- Second Guest Speaker – Mark Hennessey of
Adams Elevator:
- Fine presentation of their ability to supply OEM parts to the
industry as well as a display of their manufacturing capabilities.
Adams is the largest manufacture of elevator wheels and rollers.
- Life Jacket – Does not damage the piston when activated.
- Reviewed installation and operation of unit.
-Bureau of Elevator Safety – Cathy White:
- Questions/ Answers - This is a summery – you may request a written
copy of Q&A.
Q. 1- Question regarding a QEI inspector hiring a
helper to perform required tests, and then performing both
supervision of the helper and witnessing services at the same time.
- We know that Certified Elevator
Inspectors, Certified Elevator Technicians and Elevator Helpers
under the direct supervision of either a Certified Elevator
Technician or Certified Elevator Inspector can perform the work.
The question actually appears to be a complaint.
If this is the case and you know of someone that is performing
work on elevators that are not properly credentials we will need
specifics on who it is so that we can follow up on it. (Much
discussion ensued and this may be reviewed and revised) Complaints
may be made directly online at

Q. 2- Question regarding Broward County bidding
procedure for inspections and witnessing.
- All elevators in Florida are subject to Florida Statute
399, Florida Administrative code 61C-5 and the ASME code.
Q. 3- Does the
State Fire Marshall determine the
NFPA-70, National Electrical Code in effect?
Q. 4- Are power operated doors required on 90 deg.
and enter/exit same side platform lifts?
Q. 5- How do we know if elevators meet the fire key
requirement to report it to the Bureau as requested in a recent
"Industry Advisory"?
- The key has not been determined for any of the seven
districts – Enforcement as of 7/1/07 for all existing units over 5
stories, since 7/01/04 for new and altered units over 5 stories.
The advisory was for notification of the change in the law and the
process is not complete.
Q. 6- Is the State going to start notifying the
industry they regulate in writing when policy decisions are made?
- All requirements are contained in the Florida Statute 399,
Florida Administrative code 61C-5 and ASME Code. Elevator
personnel should rely on these.

A discussion ensued regarding code data plates. Cathy
stated that due to interpretations the code committee’s intent was for the
code data plate for all existing elevators. Audience comments included
that this data is rarely available, and there is still a question of
whether Florida Statutes permits the enforcement of retroactive codes.
Cathy White also commented on the following:
- If a complaint is to be filed, the Bureau needs:
- The name and address of building including directions.
- State Serial number(s).
- Who installed.
- Who inspected.
- Newly designed inspection forms are not yet back from the printer.
- The
Safety Technical Advisory Committee will be looking at new
rules.
- Chapter 399 Florida Statutes are being revised including changes
to 399.061 & 399.13.
- Fire key selection is not yet completed.

Florida Building Code Revisions are to be adopted on July 1, 2005.
New Business:
The January 2005 EAOF meeting will be held in Gainesville,
and the April meeting will be held in Sarasota.
This is supposed to be the annual business meeting, but
due to being behind schedule, a motion was made and seconded to postpone
the business session to the January meeting, and the motion carried.
A motion to adjourn was made and seconded, the motion
carried and the meeting was adjourned.
